Assessment priority is Dimension 5 (idempotency annotations on send operations) and Dimension 4 (permission scope — does the server request write-only access or does it also read message history it does not need). Token efficiency of message retrieval tools is a secondary concern; fetching entire inboxes when an agent needs a single message is a common pattern that inflates context costs.
